Billing cycle change requests for NCE Subscriptions

We have implemented an improvement to unblock billing cycle change requests for NCE subscriptions, ensuring that marketplaces accept scheduled billing cycle changes mid-contract and handle them correctly. This improvement allows users to request moving from an annual to a monthly billing cycle at the end of a contract.

For example, previously, a subscription change request from P1Y billed annually to P1Y billed monthly would be blocked. However, with this change, the billing cycle is now correctly scheduled to occur at the end of the contract date.
